Construction Management Services for West Point Treatment Plant

Route 44 Transit Plus Multimodal Corridor Project Seattle Department of Transportation Seattle, WA

Project Description

During the early winter of 2017, a heavy rainfall in the Seattle area caused the West Point Treatment Plant (WPTP) to operate at peak hydraulic capacity, when a partial interruption of power supply occurred causing damage to the essential treatment plant systems. The succeeding cascade of events caused several elements of the treatment plant to fail, culminating in flooding of WPTP and the bypass of an estimated 180 million gallons of stormwater mixed with untreated sewage into Puget Sound.

The consultant team was commissioned to provide project control engineering and document administration services to expedite processing of construction documentation for the WPTP. In addition, Jacobs was asked to provide opinions and recommendations on various matters related to the repair, refurbishment, and/or replacement of equipment and systems at the West Point Treatment Plant damaged by the flood.
